Whereas the Council of the Town of Caledon recognizes the importance of effective visitor management and enhancing the overall experience for residents and visitors within our community;

Whereas in Staff Report 2022-0025, Council directed staff to develop a short-term Visitor Management Task Force to create and implement a comprehensive action plan aimed at addressing the visitor management issues identified during the stakeholder engagement exercise highlighted in the report;

Whereas in Staff Report 2023-0030, Council directed staff to integrate access to amenities, additional parking, enhanced signage, tourism partnerships, communication and resident engagement, and visitor education, into the Recreation and Culture annual work plan, acknowledging the importance of a holistic approach to visitor management; and

Whereas it is essential for the Council and the community to be informed about the progress and outcomes of these significant initiatives;

Now therefore be it resolved that staff be directed to present the outcomes of the 2023 visitor management work plan at the upcoming Council Meeting scheduled for November 28, 2023.

Whereas in 2020 Town Council established a Trucking and Illegal Land Use Task Force to address the illegal storage and parking of Commercial Vehicles through education and enforcement measures to achieve compliance;

Whereas on January 18, 2023, by order of Justice Miller of the Ontario Superior Court of Justice in Court File Nos. CV-22-00000050-0000 and CV-22-00000049-0000 the owners of 6086 and 6186 Mayfield Road were enjoined from using the properties as transportation depots and from importing any further fill or altering the grade of the properties;

Whereas the Superior Court of Justice further ordered that the property owners were required to fulfill certain requirements including the removal of all structures, trucks, trailers and associated equipment from the properties by October 31, 2023, to prepare a Phase I Environmental Site Assessment and to complete any further recommendations contained therein by August 31, 2023 and to fence the boundaries of the properties adjacent to Mayfield Road to the Town’s satisfaction upon the removal of the trucks from the properties;

Now therefore be it resolved that staff be directed to report back to Council on this matter through a Confidential Staff Report to be provided at the November 28, 2023 Town Council Meeting.

Whereas the Province of Ontario intends to dissolve the Region of Peel by January 1, 2025;

Whereas on May 11, 2023 in discussing the dissolution of Peel Region, Premier Ford stated he would ensure the municipalities within Peel Region are always whole and remain protected;

Whereas, on July 5, 2023 the Province appointed a five-member Transition Board to make recommendations to the Province on a range of restructuring matters related to the dissolution of Peel Region; and

Whereas the Town of Caledon is committed to working with the Province of Ontario and the Transition Board toward an efficient process of becoming a single-tier municipality while maintaining its distinct character and sense of community;

Now therefore BE IT RESOLVED that the Council of the Town of Caledon takes the firm position that following the dissolution of Peel Region, Caledon’s current municipal boundaries must remain and shall not be altered in any way.
