Presentation by Antonietta Minichillo, Director, Planning Services / Chief Planner

 

That a Heritage Caledon Award of Excellence Program, be established as per Option 1 outlined in Staff Report 2022-0169; and

That the nomination criteria for the Award of Excellence, as outlined in Schedule A to Staff Report 2022-0169, be approved.

Whereas Our Caledon, Our Choice, a Caledon resident’s group active through 2007-2010, formed in opposition to developer demands for rapid population growth in Caledon and challenges to good planning;

Whereas Our Caledon Our Choice formulated the following balanced, values based vision statement to guide their discussions;

“Caledon is a community of green, clean, safe, quiet, friendly villages and rural areas, a community respectful of our natural and cultural heritage. Caledon will continue to be a healthy and stable community that establishes well planned and designed settlements that develop at a rate that ensures sufficient infrastructure and services, supports a thriving business and agricultural community, protects the environment, and maintains what is positive and unique about Caledon.”

Whereas the Town of Caledon is conducting a full Official Plan Review to deal with both extensive rural area management and substantial new population and employment growth;

Whereas the new Official Plan requires a balance, values based vision statement to guide overall policy interpretation;

Now therefore be it resolved that Council formally adopts the Our Caledon Our Choice Vision statement for inclusion in the new Official Plan.

Whereas the Town of Caledon has received requests for Ministerial Zoning Orders for development;

Whereas Town of Caledon Council passed resolution 2021-167 on October 25, 2021 supporting a Ministerial Zoning Order for the Tribal Partners project located at the north-east corner of Dixie Road and Mayfield Road;

Whereas the resolution specified that the applicant/owner is to continue to work with the Town and agencies to address technical comments and comments received from members of the public;

Whereas the Town of Caledon has received a Site Plan application (File No. 2021-0013) for the Tribal Partners project;

Whereas Site Plan approval is delegated to the Manager of Development and Design in the Planning Department;

Whereas the Tribal Partners project is located at a gateway into the Town on Mayfield Road and Dixie Road, being a prominent location for urban design, gateway buildings and landscapes for the Town;

Now therefore be it resolved that notwithstanding the delegated authority, that Planning staff be directed to report to Council prior to the issuance of Site Plan Approval for SPA 2021-0013, explaining how technical and public comments have been addressed.

Whereas flooding in Caledon East has been a concern for years and the Town has undertaken a number of studies since 1968;

Whereas in 2012, the Town initiated the Caledon East Mitigation Study;

Whereas in 2014, through Staff Report PW-2014-038 the Caledon East Flood Mitigation Study was presented together with a series of possible flood mitigation options for Caledon East;

Whereas parts of the Caledon East Commercial Core Area are identified as a Flood Potential Study Area in the Town’s current Official Plan, and located within the Regional floodplain;

Whereas Special Policy Areas are areas within flood plain boundaries of a watercourse where exceptions to the development restrictions of the natural hazards policy 3.1.4 (a) in the Provincial Policy Statement, 2020, may be permitted in accordance with technical criteria established by the Ministry of Northern Development, Mines, Natural Resources and Forestry;

Whereas needed redevelopment in the Caledon East Commercial Core Area has been challenging due to the flood plain identification and related hazard;

Now therefore be it resolved that staff be directed to examine the merits of a Special Policy Area or other floodplain policy options, to provide opportunities for appropriate redevelopment in the Caledon East Commercial Core Area, including consultation with the Region of Peel, applicable Conservation Authorities and Provincial staff, as appropriate, and report back to Council with a recommended work plan at the beginning of the next term of Council.
