Due to efforts to contain the spread of COVID-19 and to protect all individuals, the Council Chamber will not be open to the public to attend Council and Committee meetings until further notice. The meeting will be held as an electronic meeting. Details on how members of the public can access the meeting will be posted on the Town’s website.

 

The public may submit comments regarding agenda matters to agenda@caledon.ca. Comments submitted may be considered as public information and entered into the public record.

Presentation from Julia Meyer-MacLeod, Principal, Sustainability Solutions Group, regarding Getting to 1.5C: Modelling the Pathway to a Low-Carbon Caledon

This presentation is scheduled to take place at 1:00 p.m.

Whereas the Town of Caledon Council has committed to making Broadband internet connectivity expansion a top priority;

Whereas the COVID-19 has further demonstrated internet connectivity gaps that exist in Caledon and the importance of reliable, affordable internet access;

Whereas the Canadian Radio-Television and Telecommunications Commission’s (CRTC) Broadband Fund permits Internet Service Providers (ISP) to apply for funding to complete projects in underserviced areas across Canada;

Whereas ISP’s are required to contact municipalities to seek their support as a willing host if there is a project identified; and

Whereas more than one ISP has approached the Town for support;

Now therefore be it resolved that the Mayor of Caledon, on behalf of Town Council, write to the CRTC indicating that the Town of Caledon would be willing to host a viable project to address underserviced areas.

Whereas leash free parks are community centers for people just as much as for canines;

Whereas leash free parks allow dogs to get ample off-leash exercise and social activity with other dogs which is a key component of responsible pet ownership;

Whereas the Town operates a leash free dog park in the community of Bolton; and

Whereas residents of Caledon East and Mayfield West have asked that the Town consider leash free dog parks in their communities;

Now therefore be it resolved that staff investigate possible sites for a leash free park in Caledon East and Mayfield West;

And further that staff report back as part of the 2021 capital budget process potential sites and a proposed budget for each of those sites.

Whereas recent world events has brought attention to the issue of systemic racism and discrimination;

Whereas Caledon is a growing, diverse municipality where issues such as racism and discrimination must be immediately addressed;

Whereas many other municipalities across Ontario have established gender, diversity and inclusion goals and framework for municipal policy, program development, practices and service delivery in an effort to provide equitable outcomes for all residents and town staff;

Whereas a dedicated effort is required to continue to reduce barriers and advance equity, diversity and inclusion in a holistic manner across the Town; and

Whereas the Town of Caledon has a responsibility to ensure that both staff and Council are provided education to expand their knowledge on anti-racism, diversity and inclusivity;

Now therefore be it resolved that that staff be directed to create mandatory diversity and inclusion training for all staff and members of Council to be completed by the end of 2020; such training be required as mandatory training for all new employees within the organization within six months of their official start date;

And further that staff be directed to bring forward a report outlining the existing and/or recommended framework to support initiatives regarding anti-racism, inclusivity and diversity from a policy and procedure development perspective and include specific strategies, ideas and future budget requirements to make a positive change by the end of October 2020;

And further that costs related to the development and immediate implementation of the program be funded from the Corporate Training account in the Human Resources division and individual departmental training accounts in the 2020 operating budget.

Whereas the Province of Ontario has mandated that municipalities develop a community safety and well-being plan;

Whereas mental health is linked to both community safety and well-being;

Whereas the COVID 19 pandemic has heightened the need for greater community resources for mental health; and

Whereas current policing budgets may not have sufficient allocations for mental health resources;

Now therefore be it resolved that the Mayor, on behalf of Town of Caledon Council, write to the Solicitor General expressing the Town’s support for greater professional mental health resources to be built into the policing budget for Caledon and all of Ontario;

And further that a copy of this motion be provided to the Region of Peel.
