Kiernan - Feasibility of Constructing a Community and Therapeutic Pool in Ward 1 Whereas Caledon Central Pool was demolished in 2014 due to heavy mold growth and structural issues related to the rood and exterior walls; Whereas the Northwest Caledon Indoor Recreation Facility Reserve Fund was created to support an indoor recreation facility in Ward 1 to meet community needs resulting from the closure of the Caledon Central Pool and has $1,038,350.16 in the reserve; Whereas Caledon’s population is estimated to grow to 160,000 residents by 2041 and the 2017 Facility Needs Assessment Study recommends one indoor aquatics centre per 25,000 population; Whereas since the loss of the Caledon Central Pool, residents in Ward 1 have expressed a need and desire to have an indoor aquatics centre to support community recreation as seen in other neighbourhoods within the Town; Whereas the Age Friendly Caledon Plan states ‘the Town of Caledon will build, support and advocate for local programs that promote social participant with an emphasis on health (and) friendship’; Whereas Community Service staff have identified an increase in requests to offer therapeutic programs such as specialized therapy classes in an aquatic setting; Now therefore be it resolved that Staff be directed to investigate the feasibility of constructing and operating a community/therapeutic pool in Ward 1 and report back on potential locations, proposed budget and projected usership. 8.2Councillor A. Groves - Request to Obtain Resident Feedback on the New Noise Attenuation Fence along Albion-Vaughan Road Whereas existing residents living next to Albion-Vaughan Road raised concerns in 2016 that noise from increasing car and truck traffic on the road was impacting the livability of their rear yard amenity areas; Whereas in response to these noise concerns, the Town advanced the design and construction of a new noise attenuation fence along Albion-Vaughan Road to mitigate the current and future traffic noise; Whereas in spring 2022, the Town completed the construction of the noise attenuation fence, which ranges in height between 2.6 and 4.2 metres; Whereas several of the effected residents have expressed concerns that the finished height of the new noise attenuation fence is impacting the enjoyment and vistas in their rear yards; Now therefore be it resolved that staff be directed to conduct a survey over the summer months of all the effected residents to evaluate the project outcomes related to the recently constructed concrete noise attenuation fence along Albion-Vaughan Road and report back to Council.9.CORRESPONDENCE 9.1Memorandums 9.1.1Treasurer’s Investment Report for 2021 1.Memorandum - Treasurer's Investment Report for 2021.pdf2.Schedule A - 2021 Investment Summary .pdf3.Schedule B - 2021 Investment Transactions .pdfMemorandum from Michelle Xu, Financial Analyst, Finance, dated May 17, 20229.1.2Annual Treasurer's 2021 Statement on Development Charge Reserve Funds and Cash in Lieu of Parkland Reserve Funds as of December 31, 2021 1.Memorandum - Annual Treasurer's 2021 Statement .pdf2.Schedule A - Statement of Development Charge Reserve Funds.pdf3.Schedule B - 2021 DC Project Funding.pdf4.Schedule C - Development Charge Credits.pdf5.Schedule D - Statement of Cash in Lieu of Parkland.pdf6.Schedule E - 2021 Cash in Lieu of Parkland Project Funding.pdfMemorandum from September Muller, Senior Financial Analyst, Finance, dated May 17, 20229.1.3Update on the Town’s Energy Conservation Efforts and Annual Energy Reporting 1.Memorandum - Update on the Town’s Energy Conservation Efforts and Annual Energy Reporting.pdf2.Schedule A - Corporate Energy and Greenhouse Gas Emissions Reporting (2020).pdf3.Schedule B - Ministry of Energy, Northern Development and Mines Submission (2020).pdfMemorandum from Katelyn Tozer, Manager, Energy and Environment, Corporate Strategy and Innovation, dated May 17, 20229.1.4Resilient Caledon Plan Implementation 1.Memorandum - Resilient Caledon Plan Implementation.pdf2.Schedule A - Existing Programs, Partnerships and Monitoring and Evaluation.pdfMemorandum from Katelyn Tozer, Manager, Energy and Environment, Corporate Strategy and Innovation, dated May 17, 20229.1.5Economic Development Strategy Progress Update 1.Memorandum - Economic Development Strategy Progress Update .pdfMemorandum from Jason Schildroth, Manager, Economic Development, Customer Service and Communications, dated May 17, 20229.1.6Building Permit Fees Annual Financial Report 2021 1.Memorandum - Building Permit Fees Annual Financial Report 2021.pdf2.Schedule A - Number of Permit Applications Received 2000-2021.pdf3.Schedule B - Number of Permits Issued 2000-2021.pdf4.Schedule C - Construction Value for Building Permit Applications 2000-2021.pdfMemorandum from Mark Sraga, Director, Building and Municipal Law Enforcement Services / Chief Building Official, dated May 17, 20229.2General Correspondence 9.2.1Funding for Public Libraries 1.2022 04 04 Caledon Public Library re.
